Ghana enacts Luxury Vehicle Levy Act

The Parliament of Ghana has passed the Luxury Vehicle Act, 2018 (Act 969). The Act was assented to by the President on 31 July 2018 and gazetted on 1 August 2018. It came into force on 1 August 2018.

This Alert summarizes the key provisions of this law.

Imposition of the levy

The levy is imposed on motor vehicles with the following engine capacity:

2950cc - 3549cc

3550cc - 4049cc

1,500.00

4050cc and above

2,000.00

Persons liable to pay the levy

The levy is payable by owners of motor vehicles on the date of the first registration and subsequently upon renewal of the annual roadworthy certificate of the motor vehicle. The levy is also payable on existing motor vehicles registered prior to the Act coming into force.

Exemptions from the levy

The levy shall not be applicable to the following categories of motor vehicles:

  1. Tractors
  2. Ambulances
  3. Commercial vehicles that have the capacity to transport more than ten persons
  4. Commercial vehicles for the transportation of goods

Collection of the levy

The Driver and Vehicle Licensing Authority is responsible for the collection of the levy.
