  • 10:05-10:20 – Customs valuation of specific goods based on statistical fair value

    Bulgarian customs practices related to determining import values. In this section we discuss adverse customs duty revaluations, Bulgarian court practices and controversies regarding the adoption of statistical values as an alternative valuation method and relevant caselaw of the European Court of Justice.

  • 10:20-10:30 – Challenges in tariff classification based on HS 2022 in Romania

    The 2022 version of the Harmonized System brought significant changes in the tariff classification of goods.  Companies have to amend their master data to be compliant with the new HS codes and mitigate delays in customs clearance.

  • 10:30-10:45 – The excise duty tool for Poland

    Excise duty in Poland is recently subject to digitalization, which has already impacted day-to-day operations of Polish excise duty taxpayers. The scope of digitalization will also cover mandatory keeping of excise records in electronic format from 2023. EY has prepared a tool supporting clients in the excise digitalization process – the tool itself, as well as its potential application in other EU Member States will be discussed in this section.

    Experts from EY Poland will present the scope of sanctions that have been imposed by EU on Russia and Belarus from the perspective of impact on trade. The speakers will discuss the scope of goods covered by the sanctions and penalties for sanctions violation. Our experts will also comment on the practical issues related to the exportation of goods from Poland to Russia and Belarus.

  • 11:20-11:30 – Carbon Border Adjustment Mechanism (EU) and closing thoughts

    The introduction of the Carbon Border Adjustment Mechanism (‘CBAM’) is approaching fast (i.e., 1 January 2023). The aim of the CBAM is to prevent carbon leakage by charging a carbon price on certain goods imported into the European Union. We will update you on the status of CBAM and the recent modifications made to the draft legislation (e.g. modification of the product scope) and indicate the steps that you should consider to prepare for the upcoming challenges.
