Viewpoint: Is Canada signaling a possible interest in a new Immigrant Investor Program? Good policy, or the resurrecting of a bad idea?

This article examines Canada’s consideration of the re-introduction of a controversial immigration program specifically aimed at high net-worth foreign nationals. The immigrant investor program, which Canada terminated in 2014, is being reconsidered, at least according to an internal Memorandum prepared in 2020 by the federal Immigration, Refugees and Citizenship Canada (IRCC) to the Minister of Immigration.
