Mexico implements new visa requirement for transit purposes

Effective 22 October 2023, individuals who require a visa to enter Mexico based on their nationality (“visa nationals”) will require a visa even if they are strictly seeking to transit through Mexico. Visa nationals will need to apply for, and obtain, a visitor visa (without authorization to perform remunerated activities), irrespective of the duration of their transit through Mexico. Currently, the ability of visa nationals to transit through Mexico without a visa is assessed on a discretionary, case-by-case basis. Visa nationals will remain exempt from presenting a Mexican visa (including for transit purposes) provided they have: (1) a valid visa issued by Canada, Japan, the United States of America, the United Kingdom or any of the countries comprising the Schengen Area, or (2) a valid permanent resident card issued by Canada, Chile, Colombia, Japan, Peru, the United States of America, the United Kingdom or any of the countries comprising the Schengen Area.
