This webcast is part of a series of EMEIA webcasts navigating tax policy developments and business impacts.

Over the past six months, the EU has accelerated its regulatory activity in tax. Member States are currently transposing Pillar Two global minimum tax rules and Public Country-by-Country requirements that take effect from the end of this year. The Carbon Border Adjustment Mechanism and revisions to the Emission Trading System to support the decarbonisation of EU industry begin their transitional introduction from 1 October 2023. The Foreign Subsidies Regulation which expands EU competition rules to third countries came into force in January.

Member States continue their negotiations on the UNSHELL Directive and have agreed the expansion of tax reporting and evidence of identity requirements in its DAC8 amendment which may impact businesses and investors in, and outside, of the EU. Both the FAST (EU wide withholding tax relief procedures) and BEFIT (single corporate rulebook) draft proposals are due to be published later on this month, and in September respectively.  

Looking ahead, under the upcoming Spanish EU Presidency, the EU may continue its discussions on how to tackle its budget deficit, how to remain competitive on the global stage, and its international positioning in the BEPS 2.0 project.
