Finland to introduce citizenship test in 2027

Finland is expected to introduce a citizenship test in 2027 as a final stage of its broader reform of the Citizenship Act, which tightens the conditions for acquiring Finnish citizenship. The President of the Republic approved the amendments on 16 June 2026, and the test will be introduced after the required legislative amendments have entered into force in the beginning of 2027. The legislative amendments will introduce a new requirement of civic knowledge for acquiring Finnish citizenship. To demonstrate their knowledge, applicants must either pass the citizenship test or complete a Finnish or Swedish language matriculation examination or university degree.
